Early Life & Foundation
Ruby Esther Lockhart, a native of San Francisco, California, is a woman of deep faith and enduring commitment to service. She and her husband, Reverend Willie Lockhart, Jr., are faithful members of the Progressive Community Church of Stockton, California, under the leadership of Senior Pastor Glenn R. Shields, Sr.
On February 14, 2026, Ruby and Reverend Lockhart celebrated 30 years of marriage — a partnership marked by unwavering love, faith, and steadfast support through seasons of both blessing and profound adversity. Together, they share a blended family of seven children, twenty-two grandchildren, and one great-grandchild.
“A suffering servant on a mission”
Ruby pursued her education at San Francisco State University, specializing in Speech Communications, and furthered her theological training by earning a Bachelor of Theology from Good News Seminary and Bible College in 2014. On June 1, 2024, she was conferred an Honorary Doctorate of Divinity from Zion Theological Seminary & Bible College. This recognition was granted in acknowledgment of her lifelong commitment to the study, teaching, and practical application of Scripture — both within the church and in the broader community. As the daughter of a pastor and a lifelong student of the Word, Dr. Lockhart has faithfully lived out and shared biblical principles through decades of ministry, service, and leadership. The honorary doctorate affirms the body of work she has carried out over many years and supports her continued service in ministry and faith-based leadership.
A Journey of Resilience
Throughout much of her life, Ruby has been challenged with major illness. In 2020, she received both a life-saving heart transplant and her first kidney transplant, followed by a second kidney transplant in 2023. Yet through these trials, she has witnessed what she describes as the healing power of God at work in her life. Having experienced profound miracles firsthand, Ruby carries a strong posture of faith shaped not only by belief, but by lived experience. Her journey has strengthened her identity as a “suffering servant on a mission,” and this testimony now informs how she encourages others to hold onto hope in the midst of hardship. Her lived experience of both suffering and restoration now shapes the message of hope she shares with others navigating hardship.
Ministry & Community Impact
Ruby is the Founder of Hart To Hart Ministries, Inc., a faith-driven outreach dedicated to extending spiritual encouragement and practical support to underserved and unhoused communities throughout Northern and Central California. Her personal journey through illness has deepened her compassion and sharpened her commitment to meet people where they are — offering both dignity and hope.
Complementing her ministry work, Ruby serves as a dedicated Ambassador for Donor Network West in Modesto, California, advocating for public awareness and engagement in organ donation initiatives. She is also a Certified Christian Coach. A lifelong student of scripture, she inherited her passion for faith from her late father, James A. Strickling, and has faithfully served in various ministry roles over the years, including Children’s Church Instructor, Sunday School Superintendent, Women’s Ministry Leader, and Christian Education Director.
Dr. Lockhart’s life reflects resilience shaped by faith, compassion born through experience, and an unwavering commitment to serve others. Through both trial and triumph, she continues to share a message of hope rooted in what she has personally seen God do — encouraging others to believe that healing, restoration, and purpose are possible.
